WASHINGTON, DC — The US Coast Guard made a few changes in the Navigation Rules (commonly known as the "rules of the road") in the late summer of 1999 that may have gone unnoticed. The current rules are in the Navigation Rules booklet with the following number on the spine: COMDTINST M16672.2D. Numbers that end in C, B, or A are outdated.
Some changes in lights and other areas (including the addition of new rules) affect the substance of an Inland Rule (applicable near shore) independent of an International Rule (applicable offshore). A few changes bring Inland Rules into conformity with International Rules. Other changes are in definitions, terminology, or grammar.
To be safe, purchase the new edition of the Navigation Rules booklet, compare it with the old edition, and then throw out the old one.

  • Inland Rule 15(b): Crossing Situation
  • Inland Rule 23(a)(i): Power-driven Vessels Underway
  • Inland Rule 24(f)(ii): Lights and Shapes
  • Inland Rule 24(f)(iii): Lights and Shapes (a new rule)
  • Inland Rule 26(b)(i): Fishing Vessels
  • Inland Rule 26(c)(i): Lights and Shapes
  • Inland Rule 26(d): Lights and Shapes
  • Inland Rule 34(h): Sound and Light Signals
  • Inland Rules Annex I, Sections 84.01, 84.05, 84.17, 84.24
  • Inland Rules Annex V, Sections 88.13(b) and 88.13(c)
  • International Rules Annex II, Section 2
